document.write('In order to develop long-term memory, motor programs, and problem-solution schematics, the science of cognition and motor skill development must be incorporated into the training program. The learning experience must be structured in accordance with contemporary principles of motor learning and performance. Skills can be practiced in blocked, variable, constant or random patterns or some combination thereof. Studies have demonstrated that for both cognitive and motor-skill training, a schedule of variable and random practice proves more effective for long-term skill retention.Blocked Versus Random Training Blocked practice is a sequence in which the student works on a single skill or sub-skill for multiple repetitions before moving onto the next task. In a random schedule, the learner minimizes consecutive repetitions of one task and intersperses it with the practice of multiple tasks during the same practice period. The skills are practiced in no particular order. While it may seem intuitive to master one skill before moving to another, experiments have established that practicing in a random manner more effectively develops the student&rsquo;s long-term retention of the material.Recruits learning a new skill will most likely need some measure of blocked practice before moving to a random practice model. The extent to which the student must remain in the blocked schedule depends upon the innate traits of the individual, prior knowledge, motivation, attention, and most importantly the simplicity or difficulty of the task to be mastered. The instructor can influence most of these variables by structuring the instruction in an efficient and effective manner, utilizing motivating coaching skills, and minimizing the cognitive load of the material by simplifying the tactics, techniques, and procedures taught to the recruit. As soon as the student has a fundamental understanding of how to perform a technique, random practice scheduling should be incorporated.Constant Versus Variable Training Recruits may feel more comfortable practicing a single skill for multiple repetitions believing that they are beginning to &ldquo;get it,&rdquo; and may become frustrated when just at that point the instructor steps in and moves on to another task. Since adults have a need to understand why they are doing what they are doing, instructors should explain the science of motor-skill development in order to mitigate that frustration.In order to improve the recruit&rsquo;s problem-solving and adaptability skills, tasks should be practiced in a variable manner. Variability refers to a practice sequence that introduces a number of variations of a particular skill during a training session. Variation refers to both &ldquo;surface&rdquo; as well as &ldquo;structural&rdquo; features of tasks. Since the ultimate goal of instruction is the transfer of skills from the learning environment to the &ldquo;real world,&rdquo; the context (surface features) and the content (structural features) of a task must be practiced in reality-based surroundings.Let&rsquo;s use a prone-handcuffing tactic as an example. In a constant practice regimen, the student performs his or her instructed handcuffing technique in isolation. The recruit learns a single method for applying the handcuffs with no problem-solving or environmental challenges. In fact, the recruit may be required only to apply the handcuffs from a single approach angle.Sterile practice in a mat-room environment is not realistic training. Problem-solving scenarios in real-world environments (also referred to as the specificity of learning principle) must be incorporated into practice sessions in order to prepare the recruit for the real world. We can promote this realistic training by varying the task requirements. First, ensure that the recruit is forced to practice his or her handcuffing technique from all approach angles (head, side, foot) and knows how to apply the technique to either hand. This would be an example of surface-feature variability since the underlying procedures to accomplish the task remain the same. Second, vary the structural-features by changing the environmental considerations.At my agency we are fortunate to have a &ldquo;Sim-house&rdquo; and seldom-used hallways adjacent to the mat room. The recruits soon discover that the techniques they learned in a wide-open area do not translate to confined spaces, when operating from a position of cover, or in cluttered rooms where backup officers cannot attain that picture-perfect cover position. Incorporating a problem-based-learning precept, we encourage the students to develop options for adapting their initial training to solve the current problem in this more realistic environment.Some of the recruits are able to discover practical answers to the novel problem of handcuffing in a more realistic environment. Frankly, we are not looking for a perfect answer, but rather a solution that is reasonable and satisfactory. Other recruits, for one reason or another, discover that the cognitive load of developing problem-solutions is too great. This extraneous load then interferes with learning (Plass, et al., 2010). At any &ldquo;stall point&rdquo; in learning and problem solving, the instructor must then use one of several coaching strategies to further the instruction. Strategies include worked examples, part problem solving, prompts, hints, inquiries, or direct instruction when necessary.Open and Closed Skills Police work is an open-skill enterprise. Open skills are those that are performed in an environment that is unpredictable or in motion and that requires individuals to adapt their movements in response to dynamic properties of the environment. Unfortunately, most instructors with whom I am familiar train students in a manner that is most consistent with closed skills. Closed skills are performed in predictable and stationary environments that allow individuals to plan their movements in advance (Schmidt &amp; Wrisberg, 2000). This is far from the real-world environment of police work. A byproduct of a random and variable training model in an open-skill environment is a level of stress-adaptation.The impact of closed-skill training can be measured. Recruits were asked to &ldquo;self-report&rdquo; on their experiences in the academy. While the assessments were more observational than empirical, those recruits assigned to the more &ldquo;closed-skill, constant, and blocked&rdquo; training methodology reported that they felt less prepared and more stressed about scenario testing while in the academy. Some even reported that due to the monotony of the &ldquo;more-reps&rdquo; instructional strategy, they became bored and did not feel challenged during training sessions. These recruits stated that they had difficulty transferring their mat-room theoretical knowledge into the practical knowledge needed for scenarios. They also reported feeling less confident than did the random-practice group in their ability to improvise and adapt to novel situations that they expect to encounter in the Field Training Program.Memory Blocked and constant training works best for short-term memory retention. Therefore, if your desired outcome was to teach a skill today that the student is to be tested on tomorrow, then direct the student to perform mass repetitions of the skill. If, however, your goal is to develop a skill that must be retained for many years (arrest and defense tactics come to mind), then apply variety and randomness to your training cycle.New material is soon forgotten if not reinforced. Therefore, review time must be strategically incorporated in practice schedules. We have found that the high-risk, high-frequency skills needed by officers are more readily retained with frequent and short practice sessions distributed throughout the academy training. We start almost every training session with a review of standing handcuffing and searching. These are the tasks most frequently performed by patrol officers. Additionally, after every break we immediately review the new material that was presented in the previous instructional block. Performance rapidly improves with this strategy, as does the interest, confidence, and motivation of the student.Through appropriate modeling of skills, and the application of the scientific principles of adult-learning and motor skill development, we demonstrate relevancy, motivate the recruit to take responsibility for learning, and develop their ability to transfer their skills to novel situations. Additionally, by developing and applying simulations and training vignettes to their learning cycles, the recruit develops a problem-solving attitude and has an opportunity to adapt to the stressors presented in the event.In order to more quickly develop the problem solving arrest and control skills of young police recruits, be sure to deliver content; while at the same time remember how equally important it is to set context. Get out of the mat-room as quickly as possible. Work in hallways, on stairs, and in and around vehicles. Set up scenarios that challenge their skills early. Make these scenarios realistic and solvable. Our job is to guide and coach the recruit to an acceptable resolution, not demand that they choose the same solution that we would. You are not going to be there on the street to direct them.Teach them how to problem solve &mdash; how to think &mdash; and be confident that you have given them your best.REFERENCES Force Science Institute. He described two of them as propane cylinders with pipes attached that contained shotgun shells. Manger said the other two were pipe bombs.Three hostages &mdash; two Discovery Communications employees and a security guard escaped unhurt after the four-hour standoff Wednesday in Silver Spring, just outside the nation\'s capital. After several hours negotiating with the gunman, tactical officers moved in when authorities monitoring him on building security cameras saw him pull out a handgun and point it at a hostage, said Montgomery County Police Chief Thomas Manger.A law enforcement official speaking on condition of anonymity because the investigation was ongoing said authorities had identified James J. Lee as the suspect, but police had not released the gunman\'s identity.It wasn\'t the first time Lee, a homeless former Californian, had targeted Discovery\'s headquarters. document.write('By Megan Matteucci The Atlanta Journal-Constitution DEKALB, Ga. &mdash; DeKalb County police officers were justified to use Tasers on two unruly suspects who later died, investigators said Wednesday.The police department\'s Internal Review Board cleared the officers of any wrongdoing, according to a report obtained by The Atlanta Journal-Constitution.The board, which is made up of investigators, reviewed the evidence and voted unanimously to clear all of the officers involved.The board voted that no policies or procedures were violated, and there were no safety concerns in either incident, according to the report.&quot;As chief of police, I stand behind the use of the Taser as an alternative to deadly force. While both of these incidents were extremely unfortunate in that they resulted in death, I know my officers followed the proper protocols,&quot; Chief William O\'Brien said.In July, the DeKalb medical examiner ruled the deaths of Audrecas Davis and Sukeba Jackson-Olawunmi as homicides. Both died in separate incidents in May after being repeatedly tased by DeKalb officers. Police said both were combative and failed to comply with officers\' commands during the incidents.Prosecutors are still reviewing the cases, said Orzy Theus, spokesman for the district attorney.Autopsies found that Davis and Jackson-Olawunmi were under the influence of drugs and had prior medical conditions, including obesity, medical examiner Pat Bailey said.Davis, 29, died May 10 from cardiorespiratory arrest and had caffeine, nicotine and chemicals found in marijuana in his system. He also suffered from hypertension and sickle cell disease, according to the medical examiner.Jackson-Olawunmi, 40, died May 15 of a cocaine-induced delirium, the medical examiner said.In addition to cocaine, she had blood pressure medication in her system to treat her hypertension.Davis\' family is reviewing the reports and trying to determine whether they should file a lawsuit, said their lawyer, Stephen D. Apolinsky.&quot;On behalf of the Davis family, we are disappointed with the DeKalb Police Department\'s Internal Review Board ruling, but we are not surprised,&quot; Apolinsky said in a statement. &quot;Mr. Davis did not have narcotics in his system . . . As he approached the vehicle from behind, a white, male passenger in the back seat rolled down his window and opened fire.Leeds took four rounds center-mass from the gunman&rsquo;s .22.He quickly moved to within point-blank range and returned fire. The truck sped away and Leeds ran back to his cruiser. He pursued the pickup until the pain in his chest became unbearable.Body Armor Prior to becoming the K-9 handler in Pottawatomie County, Leeds was with the Seminole County Sheriff&rsquo;s Department for seven years. One of his former partners was shot and killed while serving an arrest warrant in 2009.The officer was not wearing a vest.Leeds says he has always been diligent about wearing body armor, even though his department didn&rsquo;t require it, coincidentally, until two weeks before he was shot.Department Mandate &ldquo;We didn&rsquo;t have vests here,&rdquo; Captain Travis Palmer said. &ldquo;We were using hand-me-downs.&rdquo;Some of the department&rsquo;s vests didn&rsquo;t fit, so it was impossible to require them until they received an equipment grant earlier this month. That&rsquo;s when the department ordered the body armor and made plans to implement the mandate. The new level III vests should arrive anytime.There are plenty of departments in the country that can&rsquo;t provide vests for all officers. Programs like the Armor of God Project aim to fix that.The program allows cops to donate old vests, which then get distributed to needy officers in departments around the United States and the rest of the world.Leeds was wearing his personal body armor when he was shot &mdash; a Second Chance vest with a trauma plate.&ldquo;It felt like getting hit at close range with a paintball gun,&rdquo; he told the Oklahoman newspaper after the incident.Second Chance offers a wide variety of concealable and external carriers and trauma-reduction plates. The vests range in size and style to fit officers&rsquo; needs, regardless of size, sex and the type of patrol they are doing.The concealable Level II vest Leeds wears everyday is equipped with metal plates. He said he&rsquo;s tempted to hang the dented plates next to his front door to remind himself daily of his brush with death.In addition to titanium, Second Chance also makes trauma-reduction plates out of tightly woven layers of fiber and lightweight composite material similar to what you&rsquo;d find in a hard-armor shield. All of these products and other ballistic systems can be found on their website.Back on Patrol Leeds has been on leave since the incident nearly two weeks ago. According to Sheriff Palmer, he has a doctors appointment scheduled for Wednesday and could be back starting Thursday.Dave Balleweg is the department&rsquo;s other sheriff. He said that although Leeds has had some trouble sleeping, he seems to be doing well.As the department&rsquo;s K-9 handler, Leeds works with his personal dog. A reserve unit has had to fill in as much as possible during his absence.Suspects Loose The people who shot Deputy Leeds still have not been caught.He said he saw three heads inside the vehicle, but could not offer specific details beyond that. The suspects were driving a lifted pickup truck, which he shot at as they drove away.The fact that the gunmen are still loose will possibly enter his mind as he returns to work. But if not for his vest, he may not have had a chance to come back at all.Captain Palmer has only good things to say about the piece of equipment that saved the deputy&rsquo;s life.&ldquo;It&rsquo;ll make a believer out of you,&rdquo; he said. &ldquo;He probably wouldn&rsquo;t be here if he didn&rsquo;t have it on.&rdquo; ');

Lee entered the Discovery Channel headquarters building in Silver Spring, Maryland, at roughly 1300 hours Eastern Time, reportedly declared, &quot;Nobody is going anywhere,&quot; and took three people hostage before the building was evacuated. Prior to his attack, Lee reportedly posted a &ldquo;manifesto&rdquo; on a website declaring, among other things, that the &ldquo;planet does not need humans.&rdquo;Lee&rsquo;s demands were indeed irrational &mdash; potentially even insane. In one passage he insists that &ldquo;all programs on Discovery Health-TLC must stop encouraging the birth of any more parasitic human infants and the false heroics behind those actions. In those programs&rsquo; places, programs encouraging human sterilization and infertility must be pushed. All former pro-birth programs must now push in the direction of stopping human birth, not encouraging it.&rdquo; The full text of the manifesto this madman posted before his attack can be found below. Meanwhile, negotiations with Lee were ongoing throughout the afternoon via telephone, but at 1648 hours local time, the suspect was observed pointing his firearm at one of the hostages. The tactical team standing by immediately made entry and shot the gunman. At a late afternoon press briefing it was confirmed that the suspect is dead. All three hostages &mdash; two Discovery Communications employees and an unarmed &ldquo;security guard&rdquo; &mdash; were reportedly rescued without injury. Children Reunited with Parents One piece of good news, delivered by a Montgomery County Police Department Spokesman about an hour after the standoff began, is that all the children in the Discovery Kids Place day care facility on the first floor of the Discovery building had been evacuated and reunited with their parents. In a second briefing given at 1600 hours Eastern, Montgomery County Police Captain Paul Starks said that that there were no known injuries at that hour. When the incident was over, it appeared that the only person to have taken any physical injury was the gunman &mdash; as it should be.Aaron Cohen, a former member of Sayeret Duvdevan and author of Brotherhood of Warriors, told PoliceOne in an exclusive interview, &ldquo;It&rsquo;s hostage rescue 101 right now. The police are being really careful, which they need to be, and they&rsquo;re not giving too much to the media. There seems to be pretty good containment. Negotiators give the tactical team time to contain the problem and establish a command post. They also allow the team time to prepare for emergency action or to develop &mdash; and sometimes execute &mdash; a deliberate action plan.&ldquo;I don&rsquo;t know if he&rsquo;s still in the lobby area,&rdquo; said Cohen, who now trains SWAT teams and police units all over the world. &ldquo;But you have to believe there are lenses and long rifles focused on that lobby area because the entire block is contained. They can go anywhere they need to in order to be able to look into that room.&rdquo;Cohen, who spoke with PoliceOne mere moments before the gunman was shot by police, said prophetically, &ldquo;If this were happening in Israel we&rsquo;d be slowing this thing down in order to mount some sort of an assault. The truth is, you could put this to bed if you had a tier-one team kick down that door.&rdquo; Minutes later, that is precisely what a tier-one team of door-kickers apparently did. Again, as it should be.According to several reports, one explosive device attached to Lee&rsquo;s body detonated when he was shot. Bomb disposal units were sent throughout the building to search for any other explosives left behind by the perpetrator.Sometimes Dead Men Do Tell Tales According to his own MySpace page James Lee was a 43-year-old man who on January 22, 2008 posted that &ldquo;It&rsquo;s time for revolution.&rdquo; Almost exactly three years ago, on September 2, 2007, beneath an image on James Lee&rsquo;s MySpace page, one of the social networking site&rsquo;s members wrote the comment &ldquo;Virginia Tech.&rdquo;That MySpace page has since been taken down. The Discovery Channel MUST broadcast to the world their commitment to save the planet and to do the following IMMEDIATELY: 1. The Discovery Channel and it&rsquo;s affiliate channels MUST have daily television programs at prime time slots based on Daniel Quinn&rsquo;s &ldquo;My Ishmael&rdquo; pages 207-212 where solutions to save the planet would be done in the same way as the Industrial Revolution was done, by people building on each other&rsquo;s inventive ideas. Focus must be given on how people can live WITHOUT giving birth to more filthy human children since those new additions continue pollution and are pollution. A game show format contest would be in order. Perhaps also forums of leading scientists who understand and agree with the Malthus-Darwin science and the problem of human overpopulation. Do both. Do all until something WORKS and the natural world starts improving and human civilization building STOPS and is reversed! MAKE IT INTERESTING SO PEOPLE WATCH AND APPLY SOLUTIONS!!!!2. All programs on Discovery Health-TLC must stop encouraging the birth of any more parasitic human infants and the false heroics behind those actions. In those programs&rsquo; places, programs encouraging human sterilization and infertility must be pushed. All former pro-birth programs must now push in the direction of stopping human birth, not encouraging it.3. All programs promoting War and the technology behind those must cease. There is no sense in advertising weapons of mass-destruction anymore. Instead, talk about ways to disassemble civilization and concentrate the message in finding SOLUTIONS to solving global military mechanized conflict. Again, solutions solutions instead of just repeating the same old wars with newer weapons. Also, keep out the fraudulent peace movements. They are liars and fakes and had no real intention of ending the wars. ALL OF THEM ARE FAKE! On one hand, they claim they want the wars to end, on the other, they are demanding the human population increase. World War II had 2 Billion humans and after that war, the people decided that tripling the population would assure peace. WTF??? STUPIDITY! MORE HUMANS EQUALS MORE WAR!4. Civilization must be exposed for the filth it is. That, and all its disgusting religious-cultural roots and greed. Find solutions FOR these countries so they stop sending their breeding populations to the US and the world to seek jobs and therefore breed more unwanted pollution babies. FIND SOLUTIONS FOR THEM TO STOP THEIR HUMAN GROWTH AND THE EXPORTATION OF THAT DISGUSTING FILTH! (The first world is feeding the population growth of the Third World and those human families are going to where the food is! They must stop procreating new humans looking for nonexistant jobs!)6. Find solutions for Global Warming, Automotive pollution, International Trade, factory pollution, and the whole blasted human economy. Find ways so that people don&rsquo;t build more housing pollution which destroys the environment to make way for more human filth! Find solutions so that people stop breeding as well as stopping using Oil in order to REVERSE Global warming and the destruction of the planet!7. Develop shows that mention the Malthusian sciences about how food production leads to the overpopulation of the Human race. Talk about Evolution. Talk about Malthus and Darwin until it sinks into the stupid people&rsquo;s brains until they get it!!8. Saving the Planet means saving what&rsquo;s left of the non-human Wildlife by decreasing the Human population. That means stopping the human race from breeding any more disgusting human babies! All three hostages escaped safely.Montgomery County Police Chief Thomas Manger said he did not know whether police killed the gunman, who was upset about the network\'s programming. Police spent several hours negotiating with him after he burst into the suburban Washington building about 1 p.m. waving a handgun and with canisters strapped to his body.Manger said an explosive device may have detonated, and the suspect may have brought other devices into the building. He said as far as he knows, the 1,900 people who work in the building were able to get out safely.A law enforcement official speaking on condition of anonymity because the investigation was ongoing said authorities had identified James J. Lee as the likely suspect.A different official, who spoke on condition of anonymity for the same reason, said Lee previously protested outside the building, where he was arrested and charged with disorderly conduct in February 2008, according to court records.Police reports indicate he paid homeless people to join his protest and carry signs outside the building. He gave one individual $1,000 for what he considered a prize winning essay.At one point, a crowd of more than 100 people gathered around Lee, 43, who referred to money as &quot;just trash&quot; and began throwing fistfuls of it into the air.At the trial, The Gazette of Montgomery County reported, he said he began working to save the planet after being laid off from his job in San Diego. He said he was inspired by &quot;Ishmael,&quot; a novel by environmentalist Daniel Quinn and by former Vice President Al Gore\'s documentary &quot;An Inconvenient Truth.&quot;A lengthy posting which could be seen Wednesday on a website registered to Lee expressed anger against the Discovery Channel and said it promoted overpopulation.He said it and its affiliates should stop &quot;encouraging the birth of any more parasitic human infants.&quot; Instead, he said, the network should air &quot;programs encouraging human sterilization and infertility.&quot;&quot;NO MORE BABIES! document.write('By Hope Yen Associated PressWASHINGTON &mdash; The number of illegal immigrants in the U.S. has dropped for the first time in 20 years as substantially fewer undocumented workers from Mexico, Latin America and elsewhere are crossing the border in search of jobs, an independent research group says.The analysis by the Pew Hispanic Center suggests the nation\'s economic downturn and increased border enforcement have reduced the number of illegal immigrants, who make up roughly 4 percent of the U.S. population.The findings come amid bitter debate over Arizona\'s strict new immigration law - now being challenged in federal court after lawmakers passed it earlier this year. The Obama administration contends the state law usurps federal authority and promotes racial profiling, while Arizona says states are justified to step in if federal enforcement falls substantially short.The study released Wednesday estimates that 11.1 million illegal immigrants lived in the U.S. in 2009. That represents a decrease of roughly 1 million, or 8 percent, from a peak of 12 million in 2007, before Arizona intervened with its new enforcement measures.The study, based on an analysis of 2009 census data, puts the number of illegal immigrants about where it was in 2005.The 11.1 million is slightly higher than the Homeland Security Department\'s own estimate of 10.8 million. The government uses a different census survey that makes some year-to-year comparisons difficult.Much of the recent decrease comes from a sharp drop-off in illegal immigrants attempting to cross the border into the U.S., particularly those from the Caribbean, Central America and South America. An increase in unauthorized immigrants leaving the U.S., by deportation or for economic reasons, also may have played a factor.States in the Southeast and Southwest saw some of the biggest declines in the number of illegal immigrants from 2008 to 2009, including Florida, Nevada and Virginia. Arizona saw a decrease, but it was too small to be statistically significant.It\'s hard to figure out how much of the decline to attribute to the bad economy and how much to immigration enforcement, said Jeffrey Passel, a senior demographer at Pew who co-wrote the analysis.&quot;They\'re certainly acting together,&quot; he said. Passel said illegal immigrants now find it more expensive and dangerous to cross into the U.S. and also have less incentive to do given the languishing job market in construction and other low-wage industries.&quot;While people are arguing the government is not stopping illegal immigration, our data suggests the flow of undocumented immigrants sneaking into the country has dropped dramatically,&quot; Passel said.He declined to predict how long the decline in illegal immigration may last, other than to say it could take a while before unemployment in the U.S. substantially improves.The estimates by Pew will add to the political back-and-forth on immigration reform.Boosted by immigration and high fertility among Latinos, minorities now make up roughly half the children born in the U.S., part of a historic trend in which they are projected to become the new U.S. majority by mid-century. Roughly one in four counties currently have more minority children than white children or are nearing that point.Still, the Census Bureau has made clear that projected minority growth - particularly among Hispanics - could change substantially depending on immigration policies and the economy. President Barack Obama, who is challenging the Arizona law, has pledged to push an overhaul of federal immigration law but has declined to set a timeline.Following the passage of Arizona\'s immigration law - which is now largely on hold as it\'s reviewed by the courts - more than a dozen states were considering similar legislation or issued legal opinions aimed at strengthening immigration enforcement. They include Florida, Virginia, South Carolina and Utah.Other Pew findings: - The states with the highest percentage of illegal immigrants were California (6.9 percent), Nevada (6.8 percent), Texas (6.5 percent) and Arizona (5.8 percent). The numbers are expected to play an important factor in whether those states lose or gain fewer U.S. House seats than expected after the 2010 census.-Illegal immigrants make up about 28 percent of the foreign-born population in the U.S., down from 31 percent in 2007.-The unemployment rate for illegal immigrants in March 2009 was 10.4 percent - higher than that of U.S.-born workers or legal immigrants, who had unemployment of 9.2 percent and 9.1 percent, respectively.The Pew analysis is based on census data through March 2009. Because the Census Bureau does not ask people about their immigration status, the estimate on illegal immigrants is derived largely by subtracting the estimated legal immigrant population from the total foreign-born population. It is a method that has been used by the government and Pew for many years and is generally accepted.  ');
